Jared Gesler, Director/911 Coordinator
As director of the Allen County Office of Homeland Security and Emergency Management, Jared oversees the county’s preparedness and response to both man-made and natural disasters, oversees disaster recovery and mitigation efforts, serves as the Allen County Regional Bomb Squad Administrator and coordinates the county HAZMAT Team. Jared has served as the director of the Allen County Office of Homeland Security and Emergency Management since June 2024.
In August 2010, Jared began his professional career as a Combat Engineer (12b) and a Horizontal Construction Engineer (12n) with the Army National Guard. While with the Army National Guard, he deployed to Afghanistan (Qalat, Zabul Province) where he, and his Company served under the mission of Counter IED. Jared served in the MRAP Buffalo, completed 60 dismount patrols, 153 counter IED operations, and provided base defense. He was honorably discharged in August 2018.
Following his return from Afghanistan, Jared enrolled in the Police Academy with Rhodes State College and became OPOTA certified. Jared worked with the Allen County Sheriffs’ Office as a Deputy Sheriff from January 2015 – February 2022. During that time, he worked uniformed patrol and was honored to be part of the S.W.A.T team.
Jared resides in Allen County with his wife and three children.
Drew Munshower, Deputy Director
Drew Munshower serves as the Deputy Director of Allen County Office of Homeland Security and Emergency Management, and has served in that capacity since August 2023. Drew assists with the development and implementation of emergency operations planning, training and outreach efforts of ACHSEM for natural, technological, CBRNE, terrorism and human initiated hazards or events.
In February 2008, while half-way through his senior year of high school, enlisted in the United States Marine Corps. In the Marine Corps, Drew served as a Field Artillery Cannon Crewman and Combat Marksmanship Coach. In March 2009, Drew was stationed at Camp Lejeune, North Carolina and was assigned to 3rd Battalion 10th Marines. From August 2010 through May of 2011, Drew deployed with the 26th Marine Expeditionary Unit in support of Operation Enduring Freedom. In 2013, Drew received orders and was re-stationed at Camp Pendleton, California. In September 2014, Drew exited the service.
In December of 2018, Drew received a Bachelor’s Degree in Criminal Justice from Ohio Northern University, and in December 2022, he received a Master’s Degree in Homeland Security from Tiffin University. Prior to working in Emergency Management, Drew worked as a Juvenile Probation Officer in Paulding County, Ohio from May 2018 through September 2019. Drew then worked as an Adult Probation Officer at the Van Wert Municipal Court from September 2019 through August 2023. Additionally, from November 2022 through August 2023, Drew worked as a Part-time Task Force Officer with the U.S. Marshals Northern Ohio Violent Fugitive Task Force Toledo Division.
Drew is originally from Cleveland, Ohio. He currently resides just west of Delphos with his wife and three children.
Phil Zimmerly, Deputy Director
Phil Zimmerly brings extensive experience to emergency management, with a diverse background in aviation, emergency planning, and hazardous materials handling. Currently serving as the Deputy Director of Allen County Homeland Security and Emergency Management, he will soon step into the role of 911 Coordinator. Phil also works closely with the Allen County Regional Hazmat Team, applying his expertise in hazardous materials to enhance response capabilities.
In addition to his emergency management career, Phil was a small business owner for over 10 years, successfully managing all aspects of operations, from budgeting and employee training to new product development and customer service.
Phil resides in Allen County with his family.
Travis Fillhart, Volunteer

Travis Fillhart serves as a Volunteer Deputy Director of Allen County office of Homeland Security and Emergency Management . Travis assist with the development and implementation of emergency operations planning, training and outreach efforts of ACHSEM for natural, technological, CBRNE, terrorism and human initiated hazards or events. Previously serving as the 911 coordinator.
Travis began his professional career as an advanced EMT-level II firefighter at Bath Township Fire Department in 2010. He then entered the security/manufacturing arena at Ford Motor Company in 2013, where he participated in the RIT team, special ops and led the security team through many successful audit and increased security awareness.
He is a graduate of Bath High School, Hocking College and Rhodes State College. He holds an A.A.S. degree in EMS and has a bachelor’s degree in public service administration through Mt. Vernon Nazarene University. Travis is a Hazmat/WMD Technician.
Steve Harvey, Volunteer
Stephen C. Harvey comes to emergency management after a 20-year career in telecommunication and information technology with Verizon and St. Rita’s Medical Center. A CBRNE-rated hazardous materials technician, Steve serves as administrator for the Type I Allen County Regional Hazmat Team. Steve is the Communications Officer for the County, responsible for inter-operable communications.
A volunteer firefighter with the American Township Fire Department, Steve can be found every August as a member of the electrician staff at the Allen County Fair.
Mr. Harvey resides with his wife in American Township.
